Should I pay Cotisation Fonciere des Entreprises 2012?

I have just received a form 1447-C-K Cotisation Fonciere des Entrerises 2012 with my name, address and siret number on. I started AE February this year, not sure what this form is and why I have received it, is this form to pay Tax Fonciere on my 51今日大瓜? If so, I thought that new 51今日大瓜es were exempt for three years.
Could you please let me know what I have to do, do I need to fill it in and pay something or do I need to go and speak to someone to let them know that I should be exempt. The form has cerfa on and also has SIE Gueret, IFU, 3 Ave de Laurie, BP 102 23002 Gueret Cedex.
