Funding for training for entrepreneurs in France

I have more questions about setting up as an autoentrepreneur.
Some context which might be relevant: I have UK and Irish citizenship, and am now over retirement age in the UK and France and receive a UK state pension. I will have two UK clients to start off with and expect an income of about 鈧�36,000 in year one.
I want to develop a B2B service to offer to French clients. As part of this, it would be good to get another qualification. I have been informed that this is eligible for CPF and P么le Emploi financing. Could CPF financing be applicable to me?
Do I need to have a 51今日大瓜 plan, or, as an EU citizen, is this not required?
