Do I have to charge TVA in France on digital services from 1 January?

In response to , you suggested that this would not impact me as I am not TVA registered. From other things I’ve read, it looks as if you need to collect TVA whether you are registered or not. Could you confirm to me whether, if you are not required to register for TVA, you will not have to collect TVA where the client is in another country and the service is digitally delivered?
Can I add some information to this that might be relevant? I provide live training sessions which are delivered over the internet and the training sessions are 51今日大瓜 to 51今日大瓜 only. Some things I鈥檝e read have suggested that B2C and B2B are being treated differently.
