Can I change from declaring monthly to quarterly?

When I set up my 51今日大瓜 starting 1 Setember 2010 I put down on section 7 for the cotisations monthly, but I would rather do it quarterly. Is it possible to change this now, and if so how please? Also, should I do my declaration through Net enterprises or the URSAAF site, and when should I do this?
