Are customers outside the EU exempt from paying TVA on online sales?

On my online 51今日大瓜, my goods are available for sale to customers anywhere globally. If within Europe, as a non 51今日大瓜 customer, all payments will include TVA charges, (subject to reaching country thresholds, all will be French TVA rates), referencing on the invoice, the intra-communitary TVA number for my 51今日大瓜, and all other legally required criteria for invoices. But if my non 51今日大瓜 customer are from outside EU, is the final payment exempt from TVA, and by what criteria - payment address, and billing address must be outside EU?
